The fourth quarter of 2009 showed positive growth numbers for many areas of the ACH Network, with overall volume passed though the ACH Operators up almost 3 percent over 3Q09 and up just under 2 percent compared to 4Q08. Total ACH Network volume for 4Q09 was 3,878,385,372. The dollar value of these payments was $7.6 trillion, representing a 3 percent increase over the same period last year and a 3.7 percent increase over 3Q09. Seasonality had an impact as we moved from 3Q09 to 4Q09, but it is notable to call out that the highest increases for ACH payments were in BOC at 22.9 percent, POS at 12 percent, and POP at 11.4 percent. When looking at 4Q year-over-year statistics, BOC utilization grew by 29 percent, POP by 8.4 percent, and POS by 34.7 percent. This was the first full quarter for IAT volume. There were 1.4 million IAT payments in 4Q09 with a dollar value of $6.6 billion. The ACH Network remains a significant payment vehicle for consumer bill payment. WEB volume approached 600 million payments in 4Q09, representing a 7.5 percent increase over 4Q08 and a 5.5 percent increase over 3Q09. Due to EBIDS Pay Only volume, CIE transaction volume increased 4.9 percent over the previous quarter, and 3.3 percent over 4Q08. Also highlighting growing participation in EBIDS, ENR volume increased 19.7 percent in 4Q09 over the previous quarter and grew 63.2 percent over 4Q08. Reflecting the effectiveness of sustained ACH Network risk management and Rules enforcement measures, the Network experienced a 13.8 percent decline in unauthorized debits 4Q year-over-year. The number of such returns in 4Q09 was 794,723, which was down from 825,108 in 3Q09 and from 921,962 in 4Q08.
